Those are what you wear when they "see something grotesque or an extremely ugly person," and it looks good - or at least acceptable to you after consuming at least 9 beers.

But I'm going on my own tolerance here.

Example:
"No matter how many beers I pounded, he refused to become any less ugly. The goggles have failed me.

Something you put on figuratively when you go to a place with very low quality women for an extended period of time. The goggles change the apparent attractiveness of the women based on a relative scale, sort of like a curve on a test. So if a 6 is the best around, she starts looking like a 10 and a 4 will start looking like a 7 or 8. A girl who at first appears tore up from the floor up will eventually improve to nothing to write home about as the goggles set in. It's an altered state of perception.

Example:

Derived from the term "Beer Goggles", which is the enhancement of one's visual appearance aided by alcohol, and "oogling", which is checking out a member of the opposite sex.
The term means, that when said individual is intoxicated and is checking out a member of the opposite sex, but isn't sure if this person is actually attractive or if they are just too drunk.
