Pole Bending, a speed event involving horses. The term 'rate' refers to slowing and collecting up your horse right before a barrel or pole. It is essential for having horse horse bring him self up to turn
the barrel/pole and make for a faster time.
Example:

horse really needs to learn how to rate before reaching that
barrel, he looks like he is just
running around in a bunch of circles.
